Kumi is a crime hunter who secretly photographs crimes. The rapist she is pursuing attacks Emi, an office lady. Ken happens to be passing by and tries to help her, but Emi commits suicide right in front of him. Her ghost soon appears before Ken, and he takes revenge on Kumi.
Directed by Takaaki Hashiguchi, Tôsatsu chijo: Nozoite nurasu leans on a strong ensemble — Moe Sakura, Yumeno, Atsushi Toyama — to carry a story that balances spectacle with character.
The film landed with audiences for its craft and performances, and remains one of the most talked-about screen titles of 1999.
