During the final weeks of a presidential race, the President is accused of sexual misconduct. To distract the public until the election, the President's adviser hires a Hollywood producer to help him stage a fake war.

An English bon-vivant osteopath is enchanted with a young exotic dancer and invites her to live with him. He serves as friend and mentor, and through his contacts and parties she and her friend meet and date members of the Conservative Party. Hart's intelligence, charisma and idealism makes him popular with young voters, leaving him with a seemingly clear path to the White House. All that comes crashing down when allegations of an extramarital affair surface in the media, forcing the candidate to address a scandal that threatens to derail his campaign and personal life.
