The whimsical Riquet's has kidnapped and married a well-born young girl, Ralda. They travel around Spain performing their act in a circus but Ralda's beauty arouses the director's lust. Furious at being rejected, he opens a lion's cage during Ralda's act, leaving her seriously injured. With Ralda's family on their trail, the young people set off to find a better life elsewhere.

On the day of Fadinard's wedding, his horse eats a lady's hat on a bush at the roadside, while the lady is hidden behind the bush with her lover Lieutenant Tavernier. Because she is married, she cannot return home hatless without being compromised, and Tavernier orders Fadinard to replace the hat with one exactly like it - or else he will wreck his new home. The plot focuses on Gaillac (Albert Prejean), an electrician employed by the Paris Opera. In love with gorgeous ballerina Suzanne (Gaby Morlay), Gaillac must play second fiddle to Suzanne's wealthy "protector," powerful politician Count Montoire (Henry Roussell). When the Opera personnel go on strike, Gaillac is appointed leader of the strikers, doing his job so well that he is ultimately elected Secretary of Labor in the French cabinet. Now on equal footing with Montoire, Gaillac is at last a "worthy" suitor for Suzanne -- who can't make up her mind between her two well-connected admirers, leading to a political rivalry the likes of which Paris has never seen.
