In 1953 at the height of the Cold War "Frenchman's Flat" focuses on the atomic weapons testing that was conducted on U.S soil in Nevada.

Romeo, an immigrant in Los Angeles, dreams of becoming an actor to woo Rosa, a woman obsessed with soap operas. After he lands a role on a popular telnovela, Rosa's interest is piqued, but devotion to his dream is tested when he's asked to play a rapist.
